На сторінці "Violence against women" ( https://www.ohchr.org/EN/Issues/Women/WRGS/Pages/VAW.aspx ), яку пдф за посиланням вказує як джерело приведеної цитати, такого формулювання теж нема. Є "violence against women is a form of discrimination, directed towards a woman because she is a woman or that affects women disproportionately".
