Я бы написал проще: "If Poland had not transformed radically the left party, the power could have transferred to the political populists. This transfer would have had extremely negative political, economic and social consequences."

так нецікаво. я давно искала возможность ввернуть эту шикарную грамматическую конструкцию с инверсией сказуемого в придаточном предложении.
